UAE e-invoicing: frequently asked questions

UAE e-invoicing requires businesses to issue B2B and B2G invoices as PINT AE XML and exchange them through an FTA-Accredited Service Provider over the Peppol network. The answers below cover deadlines, penalties, standards and connecting your ERP. They are written by Ravera, an FTA-Accredited Service Provider.

Dates and figures as of 28 September 2026. 23 questions.

The mandate

What the law requires, who it applies to, and when.

What is UAE e-invoicing?#

UAE e-invoicing is the national requirement, set by Ministerial Decision No. 243 of 2025 and Ministerial Decision No. 244 of 2025, for businesses to issue B2B and B2G invoices as structured PINT AE XML instead of PDF or paper. Each invoice is exchanged over the Peppol network through FTA-Accredited Service Providers, and tax data is reported to the Federal Tax Authority in near real time.

When does UAE e-invoicing become mandatory?#

E-invoicing becomes mandatory in three phases. Businesses with annual revenue of AED 50 million or more go live on 1 January 2027. Businesses with revenue below AED 50 million go live on 1 July 2027, and government entities on 1 October 2027. A voluntary pilot for businesses of all sizes opened on 1 July 2026. The Ministry of Finance can extend these dates.

When must my business appoint an Accredited Service Provider?#

Businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026. Businesses with revenue below AED 50 million, and government entities, must appoint one by 31 March 2027. Appointing early leaves time for your ERP team or integrator to build and test the connection before your go-live date.

What does "select an ASP" actually mean?#

Selecting an ASP means signing an agreement with an FTA-Accredited Service Provider that will issue, validate, exchange and report your e-invoices. It is a contractual step, not a technical one. After selection, your ERP team or integrator connects your ERP to the provider’s API, tests in a sandbox, and moves to production credentials before your go-live date.

Which invoices are covered by the UAE e-invoicing mandate?#

The mandate covers business-to-business (B2B) and business-to-government (B2G) invoices. Each one must be issued as PINT AE XML and exchanged through an FTA-Accredited Service Provider over the Peppol network. The phase that applies to you depends on your annual revenue, or on whether you are a government entity. Your tax adviser can confirm how the rules apply to specific transactions.

What are the penalties for not complying with UAE e-invoicing?#

As of 28 September 2026, penalties for non-compliance include AED 50,000 per violation, plus AED 5,000 per month of continued non-compliance. Penalty amounts are set by the UAE authorities and can change, so confirm the current figures in the published penalties decision before relying on them. The simplest protection is to appoint an Accredited Service Provider well before your deadline.

Does a PDF invoice sent by email still count as an e-invoice?#

No. Under the UAE mandate, an e-invoice is a structured PINT AE XML file exchanged through Accredited Service Providers, not a PDF or a scanned document. A PDF may still be useful as a readable copy for your customer, but it does not meet the requirement on its own. Once your phase goes live, in-scope invoices must travel over the Peppol network.

How e-invoicing works

PINT AE, Peppol and the role of an Accredited Service Provider.

What is an FTA-Accredited Service Provider?#

An FTA-Accredited Service Provider (ASP) is a company accredited by the UAE Ministry of Finance to exchange e-invoices on behalf of businesses. It converts invoices to PINT AE XML, validates them, sends and receives them over the Peppol network through its Access Point, and reports tax data to the Federal Tax Authority. Accredited providers are listed on the Ministry’s public register.

What is PINT AE?#

PINT AE is the UAE’s version of the Peppol International invoice specification. It defines the structured XML format, data fields and validation rules that every UAE e-invoice must follow. It builds on Peppol BIS Billing 3.0 and adds UAE-specific fields such as tax registration details. Ravera converts invoice data from your ERP into PINT AE XML and validates it before exchange.

What is the Peppol 5-corner model?#

The Peppol 5-corner model is how UAE e-invoices travel. The supplier’s ERP (corner 1) sends the invoice to the supplier’s ASP (corner 2), which exchanges it over Peppol with the buyer’s ASP (corner 3), which delivers it to the buyer’s ERP (corner 4). The Accredited Service Providers report tax data to the Federal Tax Authority (corner 5) in near real time.

Does the buyer also need an Accredited Service Provider?#

Yes. A business that receives in-scope e-invoices needs an Accredited Service Provider to receive them over the Peppol network. The same provider normally handles both directions. Ravera does both: it issues and exchanges your outgoing invoices, and receives incoming supplier invoices through its own Peppol Access Point, delivering them to your ERP as structured data for accounts payable.

Your ERP and onboarding

Connecting your ERP, who builds what, and how long it takes.

Do we need to replace our ERP to comply?#

No. Your existing ERP stays in place. It connects to your Accredited Service Provider through an API, sending invoice data out and receiving supplier invoices back. Ravera connects with SAP, Oracle, Microsoft Dynamics, NetSuite and QuickBooks, and with custom ERPs through its REST API. Your ERP team or integrator builds and owns that connection, with Ravera assisting during testing.

Which ERPs connect with Ravera?#

Ravera connects with SAP, Oracle, Microsoft Dynamics, NetSuite and QuickBooks, and support for Odoo is in progress. Custom and regional ERPs connect through the same documented REST API. For lower volumes, Ravera also offers web invoicing and a supplier portal, so entities without an ERP connection can still issue and receive compliant e-invoices.

Who builds the connection between our ERP and Ravera?#

Your ERP team or your system integrator builds and owns the connection. Ravera provides the API, documentation, sandbox and credentials, helps map your invoice data to PINT AE, and assists testing until validation, Peppol exchange and FTA reporting all pass. Ravera is a technology provider and does not carry out end-to-end implementation projects.

How long does onboarding with Ravera take?#

A typical onboarding runs in three stages. In week 1, Ravera helps your integrator map invoice data to PINT AE and issues API credentials and sandbox access. In weeks 2 to 6, your integrator builds to the API while Ravera assists testing. From week 7, production credentials are issued. Timelines depend on your ERP and data.

About Ravera

Accreditation, data, support and commercial terms.

Is Ravera an FTA-Accredited Service Provider?#

Yes. Ravera EInvoicing Services FZCO holds Certificate of Accreditation no. 199307, issued by the UAE Ministry of Finance under Ministerial Decision No. 64 of 2025. The accreditation was issued on 1 September 2026 and is valid to 1 September 2028. Ravera is listed on the Ministry of Finance register of e-invoicing Accredited Service Providers, which anyone can check online.

Is Ravera a white-label provider?#

No. Ravera runs its own code and its own Peppol Access Point, and is not a white-label or resold service. The accreditation is held by Ravera EInvoicing Services FZCO itself, so the provider you contract with is the one that processes your invoices. Ravera does not offer private labelling or ASP-as-a-service arrangements.

Does Ravera assess our readiness or give tax advice?#

No. Ravera is a technology provider, not an accountant, tax adviser or consultancy. It does not assess readiness or advise on tax treatment. Ravera provides the accredited platform: the API, sandbox, validation, Peppol exchange, FTA reporting and archiving. For tax questions, work with your tax adviser; for the ERP build, work with your integrator.

Where does Ravera store our invoice data?#

Ravera archives every e-invoice for 7 years in UAE-domiciled storage, so records stay in the country and are ready for audit. Archived documents can be retrieved when the FTA or your auditors ask for them. Data residency matters most for banks, insurers and government-linked entities, which often have strict rules on where financial records are held.

Who is behind Ravera?#

Ravera EInvoicing Services FZCO is a UAE Free Zone company and a subsidiary of Ilyda SA, a listed European technology provider with 30+ years in financial software and fiscal compliance and 29,000+ clients. Ravera brings that fiscal compliance experience to the UAE, with its own platform, its own Peppol Access Point and a local team.

What support does Ravera provide?#

Ravera’s support team is based in the UAE and works UAE business hours. The team assists your integrator during testing, then supports you in production, with service levels set out in your contract. Ravera maintains a direct relationship with the FTA and applies PINT AE rule updates to the platform, so your connection keeps working as requirements change.

What does Ravera charge?#

Ravera does not charge API fees or onboarding fees. Commercial terms depend on your document volume and the services you use, and are agreed directly with Ravera’s UAE team. To discuss terms for your business, book a briefing or request sandbox access, and the team will follow up with you directly.
